Spanish Fleet in Toulon

Playing latest release Grand campaign as Spanish. There is a snazzy little blue icon indicating a fleet is in the harbor of Toulon. It is unclickable. Also the force listing screen does list this fleet. Either the force listing screen is wrong or the icon indicating the Escadre de Toulon is wrong.
Never played as the Spanish so I don't know which way is right.
