playing the French with my ally Bavaria, I noticed that Bavaria depots cannot be accessed by France, when the 2 key is pressed they blink light green which I think means they are independent. This is under patch 2 the latest one.

The blinking regions have depots which are allowed to give you supplies, because you have Access Rights or Supply and Passage Rights. If Bavaria is a Satellite of France, or you have a Defensive Treaty with Bavaria, you automatically have Access Rights.

Supply and Access Rights allow you to draw supplies from that nation's depots.

If the depot belongs to Bavaria, the supplies in it are Bavarian and are subject to Bavaria keeping those depots filled.

Unfortunately, the game doesn't show you how much supply is in depots of foreign nations from whom you can draw supplies.

There are a couple of ways you might see it, but they boarder on cheating. Tell me if you wan to know how.

I know you can build your own depots where you have enough MC, but I'm not sure if supplies will get to them, other than perhaps from other friendly-nation's depots. I'll have to experiment around with that to find out.

Edit: BTW do your forces have enough supply wagons? Are you close enough to depots to have supply sent? Of course sitting on top of a depot is the best
