Non related, but I feel like I already opened quite a few threads, so just posting here. Smuggle goods regional card that is reserved for France is also received by Prussia (two of them actually), even though you cannot play it. Probably a bug.

Will check the strings, and also the Smuggle goods Prussian issue (German contrabadand?)

I've found another Decree with missing description, playing British in turn 2, Jan 1805 GC

On a side note, might be helpful to add a short description of the effects of National Modifiers in the decree description, so that you can choose wisely.
