I've never been able to place/play a Partisan or Cavalry Raid Card. Have tried with Austrian, Russian and Spanish partisans or cavalry elements. Have attempted to place on enemy cities and cities captured by an opponent. Have tried with city levels from 1 to 4. The error message is no required structure present in the region.

Is this card broken or are there additional special requiremets?

Has any one ever been able to play a Raid Card?

Using 1.03.

Sorry, we missed the messages.

You need to place it adjacent to an enemy depot, and have some troops in the region (the region adjacent)
