Does the training officer trait work?

For over a month, I’ve had Kellermann in Paris with a pile of militia units scrounged from all parts of France, but nothing has been upgraded.

In CW2, each turn, 2 elements of conscripts or militia would have upgraded to regular. Is the training officer trait different in WON?

Militia does not upgrade. However, conscripts (whether light or heavy infantry) upgrade to line which in turn upgrade to elite. You have 3 generals as the French with this trait so use them well.

Is this only in paris, or can this be done elswhere. also exactly how is this done, detach a division of line from a unit place under his command and how long would this take. divisions or brigades??

Can happen anywhere. Just make sure that the training officer is the most senior in the stack (ie the first one) and then they start upgrading. Once they are veteran/elite, they don't upgrade anymore
