couple more questions

I see that there is modifiers, are these what I have already, if not how to I go about getting them and or new improved ones, kind of like tech teams??. Also playing a game as france have a warscore of 162 against Austria but am unable to claim or demand regions how does this work, or does the ai only offer, you cannot demand.? last one Leaders do you have all the ones there are at the beginning of the scenario or to some show up during the game (Campaign game)

The national modifiers (beyond what you start with) can be purchased using engagement points on the degrees (F4) and Military Reforms (F3) pages.

The enemy nation might offer your territories, but, generally the warscore has to be strongly in your favor.

Certain events (beyond your control) sometimes adds leaders, plus each year, a nation receives that year's officer pool (at least France does).

You can negotiate the transfer of provinces to your faction's ownership as part of a peace treaty. The game calculates which provinces are available. You can see which provinces while selecting the peace treaty diplomacy option.

These available provinces must be adjacent to at lease one province you control AND in which you have a minimum of 50% loyalty, generally provinces within your faction's home territory, but not exclusively.

You can raise the loyalty to your faction within a province with certain RGD's (Regional Decision Cards), such as Develop Region, but also battles won by your faction nearby can also raise loyalty. It could be quite expensive and time consuming to raise loyalty to >50% with RGD's when starting at 0, but if you did it in a major city, the next time you went to war with the original owner, you would probably be able to negotiate many other regions and practically create a satellite state withing the enemy faction's territory. Of course, you will have to pay very close attention to being able to keep such an area in supply, that forces you station there and those reinforcing, don't suffer from lack of supply.
