How exact is the weather model? I read alot of history and sometimes I catch myself thinking, should I begin my offense or sign that treaty now, or wait until better (or sometimes worse) weather.

The percentages chances of bad or poor weather are close to current European physical models. Same for the weather 'areas'. Now, luck part and game engine play their role, so it's difficult to predict (as in reality) but you can be pretty confident in that fact: weather will probably bad when it is supposed to be so.
