When do prisoners get exchanged?
I presume when peace is made? Is there a specific mechanism for this?

It appears they are forever your captives...put 'em to work...

I think it's more like a tally of all the prisonners you have captured from a country throughout the game, rather than a number indicating the prisonners you have right now in game. Normally after each peace there should be a little script checking for prisonners and giving back conscripts to each country but I don't know if it works.

So prisoner totals are meaningless?
When I make peace I notice the captives are not returned
