Suspend Habeas Corpus

After the Feb 4th patch, I started a new Grand Campain game. I used "Suspend Habeas Corpus" on the two Hannover cities during the week of 2-21. I was successful and one failed. It is now during the week of 7-8 and the "Suspend Habeas Corpus" have not reappeared for use. Are these a one use card? How long do you expect to wait to be able to reuse the "Suspend Habeas Corpus"
cards?

You will receive 1 per turn when your NM is <100, up to a maximum of 12

GBR [or any Democracy] would only suspend HC if things are going poorly

In home territory yes, but in occupied territory. I am not so certain.

Hannover is the family patrimony not occupied territory.

OK, so as France, I will never get them again unless I totally screw up.
If I had know that, I might have saved them. Please put that on the tool tip.
I used my Cavalry Screens and Deep Recon's on 6/16/1805. I checked for mulitiple months in a row. I stopped checking. I noticed that on 8/16, one of each had appeared. How often do these cards come back. Once every two months? Is there a Max you can have?

Actually, IIRC, we've changed it so that only GBR gets HC....
...others use Martial Law...
Edit: reviewing now who gets what between SHC and ML....

Thanks for the update.

At least now I now why they are gone.
So Great Britan can gain 25% loyalty for the cost of 3 VPs but the rest of the countries have to pay 1 NM and 1 Development point as well as have a combat unit in the city. NM are very hard to earn and I will never use Martial Law because of this. Please consider changing the NM cost of Marital law to a VP cost to be like the Habeas Corpus.

Requisitions, seize horses and drafts drive down loyalty 20% which drives down the economy. Develop territory drives it back up by 10%. Military law requires VERY low loyalty. Habeus is a good mid-loyalty card. That means you have to drive a region down very low to get use of ML. This makes economic predictions even harder over time.
Considering that GBR didn't actually have drafts (and they do in this game) and already have war supply/horse output greater France, have much more money than France and a starting unrestricted army ALMOST the size the France (again, in this game, when IRL they only had 50k worth of troops they were willing to commit to the continent), removing HC from everyone else would contribute to more Super-Britain and greatly unbalance the game further.
