Diplomats

France starts with 40 diplomats. I was sending out lots of Diplomats because I thought the would return when the mission was over. I guess I was wrong. Most of my attempts were ignored and now I am down to 3 diplomats. Is there some way to recurit more diplomats?

No, they come back up at regular intervals (every quarter, and an extra bunch at year start)
