Playing as Spanish I get notified of a new naval modifier. I get all excited (because the Spanish Ship of the line has a power rating of 18 compared to a British frigate in the 40s). I go to apply/choose this new naval modifer and I can't find it. No matter how many times I press F3 its still not there. Anyone able to see a naval modifier and apply it?

Have you looked on the <F4> page?

Yes I have. There are no naval modifiers to be found.

Without a Save I can't really do anything but speculate. Could it be on the second <F3> page?
