Which RGD in particular? All the ones I see let me use the partisans once created, but I cannot figure out how to create them.

wich side are you playing? i remember some RGD were for the non french player, to play them in Spain, Italy,...

I'm France, Jan 1806. Spain is still friendly. It sounds like I'm jumping the gun and need to DOW them first (which makes sense).
