National Modifier questions

Playing as Spain here. So far i am 1 game year in and have selected a few national modifier decisions. What are the pre-requisites for national modifiers to become available? Am i only limited to what is originally available in the laws/decrees and military reform tabs,or do more become available as time and certain events unfold?
