Playing my first MP as France. I am allied with Bavaria. I can click on the Bavarian troops and see them in my unit display, however, I can not move them. When I try to move them I just a message that the move is not possible. Can I move my allies? Or are they under AI control? If AI then why can I inspect them in the unit panel? Can I give the AI Bavaria instructions?

You can give them instrctions using the TAB key to get the new ally orders menu
But you cannot use them as your own units unless you ask them to lease you some expeditionary corps

Technically I think it just raises the target faction's interest in the area.
The AI has areas which are inherently 'interesting' for that faction, their capitol, objective cities, strategic cities, etc. These control where the AI will send troops to fight for these areas. Painting other areas on the map I believe makes them much more interesting for that faction. So if their capitol isn't in danger and there are no other imminent threats to other areas of interest, the AI will plot that faction to take control of the painted area.

Reading this, the closest thing to a guide on this, I think I made a horrible mistake. I painted Gibraltar, but did not realize the French were not coming to help me take it, but that I aroused an interest in taking it themselves. Spain led and won the final battle, but there were more French and more French MC so it fell to them.I thought I was indicating SPAIN's interest in the place, not puffing up Napoleon's.
Would it have helped to remove the interest marker before storming the city, or would that not change who gets it?

If you want an ally to assist you in taking an area for yourself, request and expeditionary force from them. While such a force is under your control, what ever they capture belongs to you.

I don't find it in the diplomacy menus, so assume the monarch diplomacy skill is too low to ask?

You can't ask soldiers to France and you can't ask ships to the British. And yes you should have some minimum imperialism value, I think that's 5 or 4. Check the diplo items folder.

I found in the dpl files
51-Give Exp. Forces needs 4 Imp 6 Dip
57-Give Exp. Fleets needs 5 Imp 6 Dip
54-Request Exp. Forces needs 5 Imp 6 Dip.
60-Request Exp. Fleets needs 6 Imp 6 Dip
What does
MustNotBeThisFacTag = GBR|FRA
for both Give Exp Forces and Give Exp Fleets (but not in the Request entries) mean?
Does this mean the player or AI who is playing GBR or FRA can't use the "Give" option?
But since there is not a restriction in the Request Expeditions they can be asked for them?

Correct yes on both points. I'll check if there is a loophole but it might be the case.

Having a British transport fleet or French corps in black helicopters on call can be mighty handy for us less well armed nations.
