I've noticed that at least some officers drop a lot in stats (especially good ones) when Enable Corps command is selected for a 2-star commander. How does that work exactly? I thought there might be some accelerated recovery of stats over time, or if the Corps command status is cancelled.

It is for that turn only, they should revert to their normal stats the next turn.
IIRC their stats are halved when forming the corps.
