bug with general seniority .

When i try to create GHQ with the AEF it says that the french general expects to be the next GHQ. The same happen when i try to promote others generals, i think the correct would be each country has its own seniority. Now its like all generals are from the same country.[ATTACH]32934[/ATTACH]

This whole GHQ system doesn't make much sense the way it is now.
Armies in China, Egypt, India, Turkey, Serbia and wherever else have to make due without actually ever becoming an HQ which is stupid.
Usually, in Austrias, Turkeys or Germanys case, you can take Generals out of Armies, transport them close to the GHQ and ship them back an Army. Unfortunately, this doesn't work overseas because HQ are disbanded once they mount transports.
There needs to be one more chain in the hierarchy of command, one in between GHQ and HQ.
