Problems with Zeppelins, Italian concessions, and East front German command.

This comes from several PBEMs.
Zeppelins:
The raid RGD doesn't seem to work. Kensai is reporting the Zepps take no losses, and WE alignment doesn't drop at all. As is, it's a useless card.
Italian concessions:
Austria doesn't get the 20% drop in rebel alignment across all regions as advertised in the tooltip when this decision is played.
East front German command:
If Russia doesn't attack, Hindenburg doesn't show up as a three star. I don't remember if he shows up later, but if not, can a decision be made, perhaps 2 EP, which makes Hindenburg available as a 3 star with reduced seniority if Russia doesn't attack? Right now, it's too easy as Russia to avoid German territory altogether and prevent his arrival.
Other thoughts:
Perhaps we could get class draft decisions? As things stand, every major power lacks conscripts after early 1915. Russia mobilized a helluva lot of men, and so did nearly every major in the game. It's extremely difficult to recreate the millions of men who were mobilized in the war under current conditions, despite the fact it's easy to recreate the losses.
Generals:
I know Italy and France only get three generals per year, while the British get substantially more despite having the shorter force pool. In concurrence with the above request, can all the majors receive similar numbers of generals? Either being forced to split out divisions in corps stacks is a simulation of reserves which should apply to all, or every major needs similar leader pools to Britain.
