shift-R hotkey doesn't activate sound

The railroad sound that you get when you press the "Move by Rail" button on the interface isn't activated when you use the shift-R hotkey. Shift-R works, it affects movement routes and times, and it gives the "Move by rail" button a red outline, but it doesn't activate the sound effect.
