Supply issues overseas?

So, I run a turn and it's now Late September 1914, and I see a message that China Fleet has taken hits from wear and tear. They're in port in Singapore, so I mouse over Singapore and notice that the supply stocks have run out (I think?):

I had a bunch of transports in the Atlantic Shipping Box, which transported 279 supply overseas (out of a max of 7220). Is there another shipping box that I'm missing here, or something? Shouldn't Singapore be making some of it's own supplies, in addition to receiving some from shipping? Am I reading the tooltip incorrectly?

You still have plenty of supplies in Singapore (813 to be exact). You have no ammo there however. I think the problem is that they moved in a region with bad weather, or sitting there in a region with bad weather. What's the weather in the game? I expect storms or something similar. Your ships can take damage from weather, just like land units.

Ah, ammo! *facepalm*

It must have been storms. I didn't think to check the weather, I'll remember to do that from now on. It'd be nice if the description said something about that...
They had just been sitting there, by the way. They just became active that turn, as a matter of fact. Actually, I wonder if the damage activated them...
