Treaty of Brest-Litovsk and Railroad guns

As always, thanks for a great game.
Playing as the CP, and in Sept 1917 defeated Russia for the Treaty of Brest-Litovsk. The big purpose of the bug report is that my army with railroad guns was relocated from Russian territory to a region without railroad- so the guys are simply stuck where there are.
Smaller feedback- The in-game text is very unclear. Can I keep conquering Russian for a benefit? Should I leave the rebel territory alone? Do I still need to garrison objectives for VP?
