How to save under a new name

I just wanna ask, I cannot save under a new name by clicking "Ctrl" and save as that in Revolution Under Seige. Is there anyway to do so?

Unfortunately no - you will have to make a copy of the save in the Windows Explorer and then rename one of the saves in the Load screen of the game.

Oh...will it be patched next time? I really love a take-two in playing a not-yet-familiar game

You have at the top of the loading screen a file manipulation menu where you can ask for a rename.

On the main screen, click the Load button. Now, select the save game file that you want to edit (click on it) and then click the gear icon in the upper right:

Now select the "Rename the game in selection" button that appears up top:

On a related note, where exactly are the savegames stored?

It is indicated in the Game options, Main menu.
