I am playing the central powers and on the western front the Brits and French have armies that have numbers 2-4k. How do they stack that up exactly and do they have a penalty. I am familiar with making armies in CW2, but sort of clueless here.

From memory (years ago), the AI has a reduced max penalty to compensate for its limited intelligence, something like half what the player can have.
