Admirals' stats drop?

I noticed this for the first time as I was doing test runs with the A-H navy: the stats of their admirals drop when they leave port. For example Horthy is a 4-5-2 in port but when sailing he drops to 4-4-1. Why? He shouldn't be receiving any GHQ bonus when in port, should he? His stats drop regardless of whether he's in command of the sailing fleet or not.

Hmm, new issue I have never seen. Have to puzzle about this for a bit.

Is he inactive? IIRC, an inactive general will sometimes have their stats drop by 1.

Right, this could be it. I've never taken into account that admirals might be inactive too.

Yeah, admirals can be, though it doesn't seem to affect movement just stats for them.
