When does War Resilience kick in and start building NM?

Is it different for each nation?

Cannot find it in the game files, I wonder whether it is harcoded in the engine.

In FacMods Variables.ini however there is this line:

$fmdWarResilience = 12 // #of try: gain in morale if under 100
