What is the point of the “Surrender” special order?

Can using it deny the winning side possible NM gains they might of earned from destroying the unit?

In CW2, Cardinal Ape answered this question and said, "I'm not sure of the mechanics off-hand. The only time I've ever really used it is when I thought someone was going to assault a small garrison for the purpose of milking promotions for their commanders."
