German locked "city" divisions?

Certain German cities (Strasbourg, Breslau etc.) have locked infantry divisions named after the cities with supply units inside them. I was wondering if these will ever become unlocked, perhaps with some events? Or are they stuck as extra garrisons unless someone attacks them?

I can't speak for all the German cities beginning the game with fully formed divisions present, but most of them seem to unlock their divisions on a pre-programmed timetable. I know that both Strasbourg and Breslau liberate their named divisions relatively early in the game, but Posen, for example, seems to keep a tether on its resident "supplied" division for considerably longer.

But aren't they locked for 500 turns? Is there a separate event or script then that releases those divisions?

Unfortunately the game isn't sufficiently developed to allow you to believe what you read. There may well be an event somewhere that turns loose such divisions, but if there is I'm unaware of it. I can say with certainty however that some time prior to May 1915 (the turn I'm playing now) the divisions in both Strasbourg and Breslau were freed without either city being attacked.

That's odd, my game is currently in September 1915 and all of the extra divisions remain stubbornly locked. My previous game went into the late 1916's, and then they also remained permanently static.

The 500 turn locked divisions are permanent garrisons. There are some forces which unlock in the first 4-8 turns (depending on nation) to simulate the gradual mobilization of forces. If you highlight over a stack it will tell you how many turns it is locked.

Strange indeed. Maybe a kind of proximity trigger that frees them when enemy units are adjacent rather than attacking, or maybe my installation is buggy - though that doesn't seem to have had the same effect elsewhere. Sorry I can't be of further "help" but the details of the system are so unfathomable to me that I'm really still playing out of sheer bloody-mindedness alone.
Ah! Just spotted Altaris' post. There you have it. Or maybe not.

Any fixed unit unfixes if an enemy unit comes into contact with it. So what you may be experiencing is an enemy unit moves through the region, causing the fixed unit to unfix, then retreats before combat.
There is no proximity check, they can only be unfixed if an enemy unit moves into the region with them.

Thanks for the response Altaris! At least one of the divisions (Breslau?) has a commander, seems a waste to have him locked for the whole game.
