The effect of changes within the options menu?

I was wondering whether changes made in the options (regarding gameplay, ie. AI level & bonuses etc.) affect only new games or also ongoing saves?

Pretty much like the game tags say. If it says a restart is needed before being applied, then that is the limit. Otherwise, once you make the change you should see the change. If you are ever worried this might not be the case, exit the game and restart.
