I've been working on the railroad - nope, seems I haven't

Bear with me. Along the Levant coast there are a string of five regions containing "unconstructed" railroads. The info you get when hovering over any of these is that construction is possible "from 1916" if you "control all regions on the line track between Port Said and El Arish (my underlining). That's all she wrote - no explanation in the manual, nor anywhere else that I can find, on how to convert the possible to the actual.

It's the end of January 1916 and I control (that is, I have the iron cross showing in) all three regions between Port Said and El Arish, the unconstructed railroads remain unconstructed, and I have no earthly idea why.

Is there some mission assignment I must make in order to get construction moving?
Is construction actually taking place but so secretly that I've not been notified?
Does "possible" indicate that there is an element of chance governing the construction process?
Does "from 1916" actually mean "after 1916"?
Does "control " mean 100% control?
Does "between" Port Said and El Arish actually mean from Port Said to El Arish including both these regions?
Is Casey asleep at the throttle?

Just an update. I've come across an earlier post from Pocus that accounts for the lethargy of my engineers. Seems the rail-building opportunity is only available to the Allies. Score one more for a maddeningly deficient rulebook.
