I've used chemical warfare (up to and including mustard) about a dozen times so far as the CP in my campaign game with no notable improvement in combat results.

has anyone else enjoyed any discernible improvement with it?

I've used a few in a pbem with the first time bonus. I think it is not that useful, 1 NM loss for using the card.

While I tend to agree it is not that useful, it does have the effect listed. So if you are slightly superior, it can make a difference.

I think it is good to use in key battles where every little helps. Especially if you get the first-use bonuses.
