Dear EAW players,

As CP I have a ton of generals doing in their GHQ doing nothing. Is it wise to attach them to a fort near the frontline to remove the command penalty from that fort? Or should I use my (redundant) generals otherwise?

You can use some useless 2-1-1 generals on Forts and use the others to form corps.
2*1 Infantry + 1/2 medium artillery is a good corps formation and you can form several independent corps, it is esp. useful in the Eastern and Balkan Fronts as Germany.
