Czar military loss and 60 NM loss?

I noticed on an AAR that when the Czar lost a military battle a 60 point NM loss ensued with the EE, virtually knocking them out of the war as the previous NM was 63. Ironically, during the same month of my campaign I had a huge victory over the Czar and the NM loss for the EE did not kick in. In my game, the EE had a much higher NM (78). Does anyone know the parameters for the 60 point NM loss to kick in? Does the NM loss need to be under 70 accompanied with a big military defeat? After another turn, the EE's NM has fallen to 70 (so I'm hoping this is the case!).

NM loss in battle use to be linked to the elimination of good combat units, at least in other Ageod games. Probably the Czar lost in that battle a great number of units and elite units if he had them.

He's referring to this battle, I had the city of Bielostok under siege for a while with what appeared to be a Russian unit under the Czar trapped inside, I decided it was enough and assaulted the place wiping his whole unit out.

It left me confused as what would cause a drop of 60NM, I thought at first that I've might have killed the Czar in battle. This however came to my mind a turn later so couldn't double-check the messages to see if that where correct as I didn't spot it the first time I scrolled through the messages. So I just opened up my save game as the Russians and checked if he was still listed, first thing I noticed was that he's no longer the GHQ of the Russian Army but after going through the forces list and just filter them by stats and just look for the lowest (he aint hard to spot in that regard ;) ) I've found him locked in Petrograd. Did I injure him? or is there something else going on here?

I'd bet that he is injured and recovering in Petrograd. In my battle with the Czar, he lost about 98,000 men out of the force of around 150,000, so he still had quite a bit left and he wasn't injured because I followed up with three more battles against him. My loss was minimal (about 12,500 in that same battle out of 250,000 men).

At least I'll know pretty soon if this NM loss occurs if EE NM is lower than 70 because I'm sure I'll fight him again (although I don't see his picture like I used to ....?)
