i have the feeling that sometimes the western entente has probs to keep the blockade box up ,although it would be historically different
is this a bug or is it a gameplay decision to let the WE the possiblity of doing another strategy ?

Naval settings in the options box do influence the exact answer to your observation. It is a gameplay decision to offer different challenges. The Western Entente have a variety of options, but finding a way to maintain a solid blockade is a key to Entente play.
An alternative, for instance, is to use naval forces to support an amphibious invasion of Turkey or even Germany.
