How do you determine the exact number of units necessary to garrison an objective in order for it to produce VPs for you?

It should be 1 line element. This means that militia don't count. I don't think cavalry count either. This only applies if the region is hostile (less than 50% loyalty to your cause).

Cavalry count, not militia, partisans, anything remotely 'irregular'.
