So do I place it down on a province and then attack on the same turn ? That's all it take?

Yes. You need HA to place it though.

edit Pocus: HA = Heavy Artillery

Do you really need the HA ?

I'm ready to use gas for the first time and it looked like I could use the decision on more regions than where I have HA. Maybe medium artillery is enough ?
