Playing as EE in 1.02 RC3. I recently captured Constantinople. Enemy NM dropped by 10+ points the following turn, but my NM did not increase by an identical amount; I lost -1 NM due to war weariness. I expected a net gain of +9 NM with the capture of this major objective. Has the way NM accrued changed in TEAW or are the rules different for EE in this regard?

Enemy capitals have a special feature, they cost more to the enemy than they net you.

Ah, I see. Thanks for the clarification. Keeping EE NM above the Czar intervention threshold is going to prove very challenging. I better start beating the hell out of the Germans on the battlefield rather than the Turks.
