those 2 numbers in firepower are the range that the value can be?

the same aply to ranged damage and assault?ty
ok from the wiki this is what i learn, firepower x/y , so x is ofensive value , and y is defensive value
ranged damage x/y, so x is the hits damege, and y is the coesion damage
the assalt x/y , is x ofensive , and y defensive?
