Declaring OberOst

So, the only way not to get the VP/NM penalty when one declares OberOst is to have Hindenburg as 3-star General, as all the others have lower seniority. The strange thing is this: they don't. They have higher seniority than ANY other General
of the same nationality in the same Theater. Why the menacing tooltip hint then? Why should the CP (Germany) lose morale if there is an Austro-Hungarian General with a higher seniority?
After all, this A-H General is not a candidate for the OberOst post anyway.

The tooltip is wrong. AGEOD just needs to get around fixing the description and putting it into the next patch. Seniority is only checked within the same nationality. I had the same question earlier.
I hope it does get addressed. People who do not come to the forums do not know the tooltip is wrong and probably balk at doing the promotions for fear of the NM hit. Newcomers may get turned off altogether if they think the game design actually includes a penalty if you promote Hindenburg over some Turkish Bey.

In fact, a NM/PV hit should only be in order if there are higher-seniority promotable (accordingly, to 3-star or GHQ) Generals of the same country and in the same theater, only.

I completely agree, and this has come up in beta a few times. But needs some engine tweaking from Pocus, can't be done via scripting.

Unfortunately, the tooltip was not wrong and I just experienced it in a live PBEM game (for a -2 NM). I guess it is easy to fix this with a script, but I will have to convince my co-players to accept it. Bummer.

It still causes a problem if by chance I ordered Falkenhayn before he takes the command in the west OHL - then I pay with NM to make Hindenburg Ober Ost -please chnage it...

I had thought the NM hit would only be for promoting someone of higher seniority AND the same nationality. You got a NM hit from promoting, say, a German over a higher seniority Hapsburg? I was told that did not happen and that if the message says there was a NM hit the message was wrong.
Regardless, as things stand the game messages and tool tips seem to be adding to player confusion. Not good.

Even worse. I got the hit because I promoted a German over a higher seniority OTTOMAN! A totally different nationality and theater. And it was a VP hit as well.

This is just fixed, this was a bit tricky so it did not make in the official patch, but we will do a new beta for the next patch in a few weeks. Also, I'm against the theater test, this is very easy to abuse. But now, different nationalities are ok.
