Re-filling Munitions

Playing as the Russians (Full Campaign using the latest beta patch) I seem to be in constant need of munitions. The munitions seem to get exhausted from one or two engagements and when I send them back to Russia to be restocked it takes forever (many, many turns). I even send them back to the large cities (Kiev) hoping they would refill faster. I'd create more ... but they are extremely expensive.

Am I missing something here?

This is a huge problem for navies too. Even after I've built many munitions factories as Germany, my navies never have their ammo refilled. It can take years literally.

I hope there would be a way to force navies to prioritize all available ammo nearby for them. It's kinda weird that the German navy can be used only once in a big battle and for the rest of the war, they just sleep in Wilhelmshaven.

You have to put the ammo units in the fleet itself. Then they should refill rather quickly. :)

You need to play this intelligently. Always select the supplies filter map before selecting where to send the empty ammo dumps. Each dump can take up to 80 ammo and most cities in the beginning stash less than 10-20. Always send the dumps independently to different cities as back as you can (and are willing to wait). Obviously by rail. Watch next turn on the same filter how the depots/cities became empty and your units reloaded.

Yes, it can take more than one turn, especially for Russia.

In the next release candidate, major naval bases will produce more ammos. The problem for fleets right now is that if they sit only on an harbor, without an ammo train in same region, then the harbor will not receive much ammos, and so the fleet neither.
I don't think you have to merge the ammos train with the fleet, while in harbor. Once the train is in the region, then the fleet should siphon it dry.

You do, in fact the fleets and harbors seem to completely ignore any ammo units in the province. It is a problem we came across in the Paradox Interactive Mass-Multiplayer PBEM. The German Fleet, after returning from a successful raid on the North Sea Blockade, absolutely refused to restock on ammo at a rate higher than the base amount the harbor received even with a half-dozen munitions units in the Province. Only when we put the ammo units in the fleet did it finally start to restock at a reasonable rate. I am the Ottoman player and I have noticed that my medium artillery will totally ignore ammunition trains as well, even in the same province, if said train is not inside its stack.

Just a quick historical note: the Russian army was chronically short of munitions and arms during WW1. There were only enough rifles for one shared between two soldiers in many Russian divisions. The critical shortage of shells caused huge problems for their artillery. Russia was simply behind the other major European powers in terms of industrial development... think lots of men... not enough guns or ammo.

Are the rules about supplies being pushed thru a network not applying to Munitions? Is this thread saying that you have to manually take a wagon to a where the munitions are and 'fill-up.? And then return back to the stack?

No, munitions move like supply. However, the amount of munitions is so small compared to supply, that almost no munitions get moved around the map. Thus if you want munitions with your armies, you need to manually move the trains back to wherever your munitions are stockpiled.
