Can minor countries, such as Bulgaria, have armies? I have several (2) 3 star generals but I don't see any way to elevate them to Army status.

Nope. Only the major. This is to abstract the difficulties of creating major hierarchies (think of it as the CP ceiling).

So I guess ... 3 star generals should really be converted to corps then??

Might as well. Combined with another corps they can be rather powerful, and still often
with no CP pentalty.
