Minor Country HQs

Can minor countries (eg. Bulgaria) form HQs with their 3 star generals? Is so, how?

Nope. Only the major countries can form 1 GHQ, with the Central Powers Germany being
able to form 2.

I don't mean GHQs ... I mean HQs...otherwise known as Armies. Is there a way to form those for minor countries?

Would it be possible to allow some countries to join other countries GHQ?
For example, it is a terrible idea - from a gameplay standpoint - to leave the BEF in France under British command! If you place it under FRENCH command instead, it gets the French GHQ bonuses and a large command points benefit.

I find it to be a lot more important in Egypt.
