how to use gas attacks?

I just made the first chlorine gas attack (as Russia btw) and it all sounded rather simple but in the end I was left with more questions that before.
I used the event on a neighboring province (Lemberg) which I did not have troops in and then moved a stack in to attack.
What happened was that the enemy stack moved out without apparent losses. It was of course destroyed in later turns but not what I had hoped for with the first use of gas which was practically without effect.
What is the best way to use it, the first attack especially? Does it have to be on a region that is already under siege or can I put it in neighboring regions too?

You can use it in neighboring regions, though not all and I'm not certain why. Pick a region with a high concentration of enemy troops where you plan to attack anyway. A region with 200 power and 1,200 adjacent is a poor target. A region with 1,200 power and 200 adjacent is an excellent target.

I always use it in the same region where I plan to attack a heavily entrenched or fortified enemy. Why waste the 3 uses in something that might fail in a nearby region (where the enemy can further retreat)? The penalties for using gas attacks are also to be considered.
Btw, I have never hard the chance to see the AI use gas, let alone first, have you?

OF COURSE I picked a high concentration of troops and a heavily fortified town, would be extremely stupid to waste it on something unimportant. Actually the target was ideal. There were ca 125,000 Austrians, encircled in Lemberg. As I said, the next turn they moved out while my stack (also 1000-ish) moved in the region, and apparently Austrians took no damage from the gas attack at all. The ca 300-stack in the fortress was also healthy. The event log said there was a gas attack i n Lemberg, otherwise nothing seemed to have happened at all. It was a total waste of time and effort.

Gas attack is damaging if the troop stand in their holes and/or are not protected against.
So maybe gas attack only remove entrenchment levels (soldiers go out) and/or cohesion, with few actual losses. It could depends on the ennemy orders: stand on defense at all cost, and ok there are casualties.
Is that so working?

Hm, yes that's the question. How does it work.
But since this was a "first" gas attack, I don't think being in a Bunker would be much good, without gas mask and without information about Chlorine gas. Perhaps if the bunker was underground, perhaps ..

As the recipient of a failed attack with gas, I can definitively say there is no gas if the attack itself doesn't carry forward.

Well my first attack happened in the region neighbouring Lemberg cause I thought I dropped it on Lemberg, but apparently I wanted to do some pest control in the forests nearby.
