I have a question (have not played far enough into the game) But is an event / feature for the Czech Legion included?
I think it's quite logical that the Czar can make use of KuK prisoners if he can convincingly supports their independence, and it should be in the game.
This would be a lot like a "Recruit Prisoners" option that we already had in RuS. Just that the event gives not manpower points, but experienced troops. Somewhat experienced, ~ 1 star, but for a cost in war material ( the troops need to be armed after all / did not keep their Austrian rifles during captivity ).

Ideally this would be linked to the number of prisoners, and troops would appear turn after turn not instantaneously. But a simplified mechanism would work too. Event unlocked if number of prisoners is > X, costs E EP, M money and W war materials, event puts a new division on the map, locked for a few turns if you want, perhaps the event can be used again if requirements are met.

I wouldn't mind the chrome/flavor of such an event, however, my Russia suffers from an acute lack of war materials. Not sure the even would be played much. Personally, I'd prefer that heavy/medium arty I've been saving up for...

Heavy guns are no problem, play the unlock fortress guns event, as long as it's still there.

Yes, USE Fortress Artillery as much as possible as all players, worth the loss of NM.

These flavor events have been proposed and discussed in BETA forum-
Czech Legion for Russia
Finnish Jagers for Germany and Polish Legion for Austria as also
Serbian Troops under France once Serbia Surrenders and Russian Corps for France once Russia Surrenders.
The DEVS will take the final call on it. But these are not the priority.
