Russian supply train replacements query

Been looking at the requirements to purchase new supply train replacements, and noticed that Russian supply needs 118 War Supplies per element, whereas Serbian supply trains only need 15 War Supplies per element. Is this an oversight or a design decision to simulate Russian supply shortages as the war goes on?
BTW, good game so far, though it does feel a bit unpolished in places. Certainly the best AGEOD game since the original Civil War game.

I assume it's intentional to simulate the notorious supply problems the Russians experienced. Certainly makes sense.

Exactly, Russia had notorious supply problems, 3rd & 4th line infantry did not even have rifles.

at some pictures of the Russian Empire just before the Great War. How could they even keep their land together is beyond me!

I don't see anything different from how things were elsewhere in the world back then. You need to compare apples to apples.

I think it looks rather backwards even by the era's standards. At least in most of the photos.

At first I thought the higher war supply cost here reflects the epic level of military supply corruption in the Czarist regime. Then I checked the comparative cost for German versus Hapsburg supply replacements. The German cost 85 and the Hapsburg only 28 each. If the corruption argument is correct, then this seems counter-intuitive. We know historically the Hapsburg supply system was also quite corrupt, certainly less efficient than the German. So something else seems to be going on here. Maybe the designer can advise.

Compare it with Germany and UK or even France and Austria, you will see the primitiveness of Russia very Starkly.
