Some bugs with july/august patch

Playing as France with latest patch, in 1857 :
-Mediterranean fleet in Algeria port got dreadnought and armored cruiser remplacements
-Can't get Lombardia even after storming the city
-Prussia constantly declaring war to ottoman as a peace treaty is running between them
save attached, thanks to check
