Minor thing (for if and when a future change may happen.) April 61 campaign, in the event that creates capitol fortifications, Washington and Alexandria receive level 1 redoubts. These cannot be upgraded to level 2 forts. Can the event be modified to give Washington a level 2 fortification/ a level 1 fort structure upgradable to level 2/ or a modification to the redoubt structure that allows it to be upgraded to level 2.

(Also...why is there a redoubt structure and a fort structure when they seem to be functionally the same thing?)

And the possibility to increase the fortifications seems historical. according to this information.
