Maybe I'm reading something wrong here, but afaik the Union starts with structures into the War that add about 177 WS each turn. In the past several turns I started to construct all possible Iron Works and the pop-up text mentions that they give war supply once their construction is complete.
Although all Iron Works sem to be still under construction I by now get 257, that means plus 80 what fits to the 10 Iron works that the Union can construct.
I guess it's not supposed to work that way, or?

It's WAD. The options are not you paying to build a new factory. The factory is considered to be there already in nearly all cases, but being re-tooled or expanded, so production starts immediately. That there is not gradual increase in production is due to ... simplifying the programming, yeah, let's call it that

Honestly, the economy is not even as realistic as Monopoly™. Don't try to put too much weight on it
