Bug in "Capital Defenses Beefed Up!" event

Hi, I'm in a MP game now as the Union. I'm quite a novel player and the CSA has achieved to take Alexandria before this event fires. So I have 5 brigades popping in a CSA-controlled (both the region and the city) province. It's not so usual losing this province so early but... it happens.
