Athena building too many ironclads when losing

Is there anyway to set up a rule that Athena won't build ironclads
when her moral goes below 60? Her moral in my current game is
51 and I've just captured another set of ironclads, with what looks
like a half dozen trying to be built around the map. I'd rather see
resources spent on troops at that point. Any chance to set up a rule
for the AI that can do that?
