Well, that's interesting: Garrison unit gets absorbed by different city

I sent the garrison unit for Camp Verde, which became active, to
capture Fredericksburg. It took the city, but apparently the garrison
decided they wanted to live there and dispersed to their new digs.
Sometimes I've merged them with militia to make them stick around
longer. Anyone else see that happen?
