1.05 RC8 Traffic Pentalty Message Not Very Clear

I have the game set at the second setting for Traffic Penalty (BTW, moving it doesn't give an indication of degree
of penalty at this time) I'm guessing the 2 is because of where I set it at. So what is this message for?

This comes from a typo in the message alias: see, there is
stfr and not
str at start. Str = string = chain of characters. Not the panties of ladies
Will be fixed for next RC.

Should it be happening in ocean regions? On the river I can see it but fleets tended
to know how to operate together without getting jammed up.

This was an error, fleets should never get that, for simplification sake.
